Forum upgrade pending

Sometime in the next couple of weeks, I will be upgrading RLF to phpBB 3.1 or possibly (depending on release status) 3.2. Code maintenance for the 3.0.x line ends at 00:00 UTC on 1 Jan 2017.

The basic functionality will continue, of course. Look and feel will change to a default (or something close to that) as no one is available that I'm aware of who can update the phpBB 3.1/3.2 templates to look like RLF has for most of the last decade.

Time permitting, I may tinker with the layouts and see what I can do. I'm also willing to entertain submissions from those with more spare time than I have.
